CIMC Supports Huanggang Port Temporary Travel Inspection Site to Meet Operation Conditions

On June 23, 2020, Shenzhen held a "three-projects" launching ceremony for the reconstruction of Huanggang Port, i.e. The temporary inspection site is fully ready for opening, the current port travel inspection site begins to be demolished, and the construction of the new port complex is started. The temporary travel inspection site is fully ready for opening, marking the successful conclusion of the first step of the "three-step" strategy of rebuilding Huanggang Port - "the construction of the temporary travel inspection site."
It is reported that the customs clearance informatization project at the temporary travel inspection site is undertaken by a consortium led by CIMC Intelligent Technology Co. ,Ltd. (hereinafter referred to as "CIMC Intelligent") under CIMC Group.
As China's first and only land port with 24-hour customs clearance service between Shenzhen and Hong Kong, Huanggang Port has gone through 30 years of development. It is urgent to optimize the customs clearance environment and improve the customs clearance efficiency through upgrading and transformation. It is understood that the reconstruction of Huanggang Port is a major project for Shenzhen to implement the "double zone" driving strategy and promote the construction of Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. According to the planning scheme, the reconstruction will be implemented in three steps: first, a temporary inspection site will be built in the cargo inspection area; Second, the old buildings in the travel inspection site of Huanggang Port will be demolished; Finally, a new port will be built.
The first step, the temporary travel inspection site project, involves the construction of 8 intelligent inspection checkpoints for customs entry and exit, 8 intelligent inspection passages for entry-exit border inspection, 30 entry-exit passages for pedestrians at self-service customs clearance gates in the travel inspection hall, 10 manual customs clearance passages, and 4 staff passages, with a designed customs clearance flow of about 30,000/person-time daily.

"As a key project for China to build Guangdong-Hong Kong-Macao Greater Bay Area and to support Shenzhen in building a leading demonstration area of socialism with Chinese characteristics, the Huanggang Port Reconstruction Project is of great significance and requires very high requirements. In particular, for the informatization subproject of the core construction project of the temporary travel inspection site at Huanggang Port, the government is even more strict in selecting the best suppliers," Zhou Haibao, deputy general manager of CIMC Intelligent, said.
Zhou Haibao said that over the years, CIMC Intelligent has successfully completed the customs clearance informatization projects for large projects such as the old joint inspection building at Huanggang Port, Shenzhen Bay Port, Sha Tau Kok Port, Man Kam To Port, Yantian Comprehensive Free Trade Zone, Zhuhai Gaolan Port Free Trade Zone, Qianhai Free Trade Zone, Hong Kong-Zhuhai-Macao Bridge, etc., which have been well received by the local governments. "It is precisely based on CIMC's strong comprehensive strength in the field of digital and information customs clearance systems that the consortium led by CIMC Intelligent finally emerged and won the bid in September 2019."
It is reported that the informatization project is located in the middle of the truck entry and exit inspection area of Huanggang Port Cargo Inspection Area, Futian District, Shenzhen, namely Area C of "Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone" in Hetao District. The project includes four major parts: the construction of public communication network, the construction of customs supervision informatization system, the construction of border inspection supervision informatization system and the construction of port comprehensive management informatization system. Among them, CIMC Intelligent will provide the project with core informatization systems such as computer room engineering informatization system, network engineering informatization system, passenger self-service customs clearance system, entry and exit vehicle inspection channel system, video monitoring system, etc.
In addition, CIMC Intelligent will also assist the customs in epidemic prevention at Huanggang Temporary Port by providing the bus driver intelligent inspection and release system for customs travel inspection lanes, which integrates advanced technologies such as artificial intelligence, big data, face recognition and outdoor human body temperature detection into the personnel information collection box of the bus inspection channel at the customs, thus upgrading the original manual temperature measurement at the old port to the driver's autonomous intelligent temperature measurement and further improving the customs clearance efficiency of the bus channel. "This is Shenzhen's first intelligent inspection and release system for bus drivers at the customs, and it will also be an exemplary application for the construction of other domestic ports in the future," Zhou Haibao said.
After winning the bid in September 2019, CIMC Intelligent organized a strong technical team to devote all its efforts to the construction of the project. During the COVID-19 epidemic, CIMC's intelligent team also promoted the project construction scientifically and orderly under the guidance of the government and with the support of various parties, and finally completed the project delivery in June 2020.
